For the Swedish market the legal requirements for lifebuoy are as follows:

The law of Protection against accidents, LSO (SFS 2003:778), describes that owners or utility owners of buildings or other facilities must reasonably maintain equipment to save lives. What is a reasonable extent is described in SRVFS 2007:5, The Swedish National Rescue Services Agency's general advice and comments on equipment for water rescue at ports, quays, bathing places and similar water near facilities.
